The cookies in the Justice Building from Mr Mellark’s POV.

Peeta cries until his eyes are sore. When I try to give him a bag of cookies I find in my pocket, he shakes his head and says; No, give them to Katniss. Something in my heart breaks. I can see myself in him, and that deep-rooted sort of love. Merciless, unshakable. The type that urges him to put her first, keep her happy. I had that years ago, with the mother of the girl he’s in love with. The frosting on the cookies is melting in palm, and I shift it from one hand to the other. I hug my dearest son goodbye, and walk away. My stomach aches on the way to Katniss’ room, and I see her mother standing just outside the door, with her youngest daughter clutching at her unresponsive arms. I say something but she doesn’t hear me; her eyes are blank, numb. I realise that she can’t do this on her own, not without Katniss. And despite what may have happened in the past, I don’t plan to let her.
